When we talk about US foreign policy, we often use the words “the US,” “the President,” “the White House,” “the Administration” interchangeably, as if there were a single rational (we hope) actor at work. In this course, we will examine, including through crisis simulation and role-playing, the complex set of institutions, actors, processes, and politics that shape–as well as distort and constrain–US foreign and national security policy.
